Charges
- To monitor all activities and have budget oversight responsibilities for those agencies, boards and commissions as listed in Rule 3, Section 30.
- To study all economic sectors that show special opportunity for the application of science and technology, and that are or can be significant contributors to the Texas economic recovery; including manufacturing, biotechnology, space commercialization, hazardous materials management, and superconductivity.
- To study Texas' educational and training needs, in light of changing demographics and projected changes in the work environment; focusing on the needs for scientific and engineering education, for international studies, and for technical training and retraining, with a focus on retraining for technologically-induced unemployment.
- To study how science and technology policy is made in Texas and how scientific and technological information may be more effectively communicated to policymakers as the need arises, including a review of policy structures in some of the states and countries in economic competition with Texas.
- To study the effectiveness of Texas' participation in nationwide competition for national research centers, including, but not limited to the Superconducting Super Collider, the National Center for Manufacturing Sciences, and Sematech.
- To study the new programs and policies involving technology transfer enacted by the 70th Legislature.
- To study the quantity, source and distribution of research and development dollars spent in Texas.
- To study the condition of the steel industry in Texas, including the interaction between state and federal statutes and regulations that may curb the competitiveness of the steel industry.
