SR 54 by Fairchild named two citizen members and authorized these two members (Durham and Glen) to select a third citizen member. SR 55 by Richards directed Lieutenant Governor to name a Senator to assist citizen members. Sen. Fairchild appointed by Lieutenant Governor 2/23/1921. W.G. Choate signed report as third citizen member. Mr. Glenn's last name is listed as Glenn in resolution but Glen in report.
