Lieutenant Governor appointed members pursuant to Contingent Expense Committee Report of 2/15/1909. Senator Holsey reported on 3/5/1909 that Senator Willacy was too ill to serve and Lieutenant Governor appointed Sen. J.M. Terrell to replace Willacy. Report submitted 4/5/1909 and approved 4/6/1909.
