Charges: This report should address the charges below.
1. Perform a comprehensive review of issues surrounding class action lawsuits. The review may include, but is not limited to, such issues as the relationship between state and federal rules, participation in the class, certification issues, settlement issues, and others as the committee deems appropriate.
2. Evaluate the potential benefits of a state "false claims" or "qui tam" law (similar to U.S.Pub. L. No. 99-562) as a means of restraining fraud and recovering losses in state government programs.
3. Examine the impact of tort and damage law changes enacted by the 74th Legislature (1995) on the filing of suits , claims paid, settlement and judgement amounts, and related matters.
