Charges: This report should address the charges below.
1. Assess the state's well-plugging and site remediation program to determine if the current funding mechanism and program operations are addressing the state's obligations efficiently.
2. Examine the current financial assurance mechanisms required by the Railroad Commission for new drilling operations to determine whether they are sufficient to cover current and future well-plugging costs.
3. Evaluate the feasibility of creating a voluntary cleanup program, similar to the program created at the TNRCC, for oil field sites under the jurisdiction of the Railroad Commission.
