Make a thorough, comprehensive and analytical study of early childhood intervention services programs in Texas serving handicapped or developmentally disabled children from birth to age three, including but not limited to accessibility, participation, funding, staffing, personnel training and effectiveness, facilities and training materials and equipment.
2.	Give special attention to the projected cost, cost effectiveness, and long-range economic and social implications of providing a state-funded program of early childhood intervention services administered by the Central Education Agency.
