Charge:	This report should address the charge below.
1.	Appoint and designate an outstanding and recognized artist, who is citizen of Texas, as Texas State Artist for the year beginning May 1, 1977, and ending April 30, 1978; and a Texas State Artist of like qualifications shall be designated for the year beginning May 1, 1978, and ending April 30, 1979.
