Consider whether to urge upon the Congress of the United States the repeal of all laws and the abrogation of all treaties prohibiting the importation of African slaves into the slaveholding States and territories of this Union; and the passage of humane laws as shall effectually guard against every species of cruelty in such future purchase and importation of African slaves; and requiring that they shall be imported in such numbers, on board of such vessels and under such safe-guards as shall be necessary to their health, comfort, and general protection in life and person.
