Make a survey of the systems of accounting and auditing used in all state departments and institutions and activities in connection therewith and all details necessary to make a complete and full report upon all matters and things needed to be done in order to establish a modern, uniform, and safe system of accounting, auditing, and financial accounting of all state departments and institutions.
