1. Conduct active oversight of the agencies under the committee's jurisdiction.
2. Review the fees charged and availability of automated teller machines (ATM's).
3. Study the effects of the state opting into, or remaining out of, the federal interstate banking system under the Riegle-Neal Act. Include a detailed review of the potential franchise tax impact, if interstate branch banking is permitted in Texas.
4. Monitor federal banking reform initiatives to see that state interests in the regulation of financial institutions and insurance companies are protected. (Joint with the House Committee on Insurance)
5. Subject to passage of the constitutional amendment, monitor actions of the lending industry, the Finance Commission, and the Office of Consumer Credit to implement home equity lending.

2. Examine ways to improve security at automatic teller machines.
3. Conduct active oversight of agencies under the committee's jurisdiction, including a study of mandated reports to the legislature and legislative agencies. The study should consist of a review of the legislative reporting requirements of all agencies to identify areas where reporting obligations could be streamlined and agency accountability improved. The committee shall make specific recommendations about the continuation, modification or elimination of required legislative reports.

1. A study of the feasibility and advantages of a state owned and operated depository insurance corporation (SDIC) for financial institutions in this state.
2. A study of the statutes and regulations governing the operations of credit unions in the State with recommendations for necessary legislation, if any, to adequately protect the public through proper licensing, control and regulations. This study should also include a review of the impact of interest bearing third party payments on all state financial institutions offering such instruments and the effect on the general public thereof.
3. A study of the various proposals for implementing an electronic funds transfer system in the state, with recommendations as to the advantages and disadvantages to such systems. This study should review the feasibility of electronic funds transfer systems including privacy aspects, security controls, and fraud potential.
4. Oversight responsibility of agency expenditures and related transactions. This function shall encompass a review and monitoring of all appropriations-related actions of those agencies assigned to this committee for appropriative purposes during the 65th Regular Session of the Legislature, to wit: Department of Banking Savings and Loan Department Consumer Credit Commissioner State Finance Commission Credit Union Commission Treasury
