Charges: This report should address the charges below.
1. Perform a comprehensive evaluation of performance-based budgeting and strategic planning, including costs and benefits. Review the original goals of the programs and assess the extent to which they have met expectations. Report specific achievements that would not have occurred under previous systems. Develop performance measures to evaluate success of the systems.
2. Study the duplication of state services. Compile an inventory of programs in which there is an apparent duplication of state services. Based on the inventory, select specific services for detailed study and recommendations.
3. Review implementation of new job classification plans. Evaluate agency actions in response to new plans. Continue study to improve consistency and equity among agencies and titles while preserving essential management flexibility.
4. Determine whether the methods of funding Texas courts, especially the Supreme Court and the Courts of Appeals, are the most efficient and effective. Evaluate other funding options. Include a review of any benefits achieved by the additional funding provided to the courts for fee collection and enhanced technology.
5. Study opportunities for agencies to use technology to deliver products and services more effectively. Maintain active oversight on the Year 2000 initiative.

1. Review statutes with population limits to identify those that may need adjustment due to population changes.
2. Review state laws governing county finance and budget practices and laws requiring the collection of fees. Determine the feasibility of simplifying or streamlining necessary statutes and eliminating unnecessary restrictions.
3. Assess the preparedness of county governments to deal with the Year 2000 computer problems.
4. Review the employment practices , security measures, and other operations of county jails, municipal and county jails, and privately operated municipal and county jails housing inmates convicted of offenses in other states. Identify any particular problems associated with private operations or with acceptance of inmates for pay. (Joint with House Committee on Corrections)

1. Assess the preparedness of city governments, especially small and mid-size cities, to deal with the Year 2000 computer problems.
2. Determine the effects of the 75th Legislature's failure to pass legislation validating the acts of city governments.
3. Continue the Committee's review of housing issues and programs. The review should include (but not limited to): (1) the procedures for awarding low-income housing tax credits, compared and contrasted with the procedures for awarding state bond activity cap for housing (2) the state's efforts to improve housing conditions for colonias residents; (3) tenant services and housing for special populations; (4) methods by which the state can serve individuals and families earning less than 30% of AMFI; and (5) implentation of HB 2577, 75th R.S..
4. Conduct active oversight of agencies under the committee's jurisdiction.

Charges: This report should address the charges below.
1. Conduct a review of performance-based budgeting and strategic planning, as currently implemented. Review the original goals and theories supporting these processes and assess the extent to which goals have been attained. Develop performance measures to assess future success of the planning and budgeting processes.
2. Review the overall salary and benefit levels of state employees and assess how they compare with the private sector.
3. Review special issues related to state compensation, including merit pay; salary increases for exempt employees; the achievement bonus program; severance pay and "golden parachutes;" non-monetary emoluments such as housing or personal services; and parity in compensation for similar work performed at different agencies.
4. Review the state's means for overseeing the planning and implementation for major information systems by state agencies and institutions. Include a history of the state's efforts to accomplish such oversight. Review major projects that have not met goals, including timeliness and budgets.
5. Review the efficiency of funding numerous local programs through Councils of Governments or other similar intermediary organizations. The Committee should consider the accountability of the state, regional and local entities for funds used for such programs.
