1. Continue the inquiries heretofore begun relative to the application of the fee system in Texas, and relative to the operation of the apportionment of the available school fund, and to inquire into tax delinquencies and collections and any and all other matters pertaining to or affecting the revenue of the State government and the expenditures of said taxes, fees and assessments, and to inquire into other affairs and activities of governmental departments and institutions of whatever kind and character, as such activities affect the financial or other welfare of the citizens of Texas.

Charges: This report should address the charges below.
1. Investigate present condition of over-crowding of the State Capitol and State office buildings now being rented by the State in Austin, and the annual cost thereof, being paid out of public funds
2. Investigate present true value of improvements owned by Travis county upon said leased courthouse site, as may be determined under terms of the lease contract
3. Investigate what blocks of land are now owned by the State of Texas within the business or industrial section of Austin which are not being used to economic advantage, and so situtated at a distance from the Capitol to be unsuited for use by the State for future State office buildings, but which may be deemed suitable for a county courthouse
4. Investigate whether it is deemed desirable, in the judgment of the committee, based on such investigation, to tender fee simple title of one of such blocks of land owned by the State to Travis county, in lieu of cash compensation of an approximately equivalent amount, for such courthouse properties, to the end that such unused State land not suitable for State purposes may be put to the best constructive use.

Charge: This report should address the charge below.
1. WHEREAS, The Daily Statesman in an editorial of the 6th inst.. makes statements and charges in regard to the condition of the county jail of Travis County, and the treatment of the prisoners confined therein, which, if true, are a great outrage upon the rights of persons and a disgrace to civilization.; and WHEREAS, Parties confined in the county jails are State prisoners, and should not be cruelly treated; therefore, Be it resolved by the Senate of the State of Texas, the House of Representatives concurring, that a joint select committee of each House be appointed, three from each House, to inquire into the matters and things contained in said editorial relative to the county jail of Travis county, and to report thereon at as early day as practicable, recommending such legislation as may be necessary by bill or otherwise.
