1.	Economic Development Programs: Review the programs in Chapters 380 and 381 of the Local Government Code. Consider the benefits of each program in generating economic development. Make recommendations for improvements to Chapters 380 and 381 to increase transparency and accountability and the effectiveness of the programs.
2.	Hotel Occupancy Taxes: Study the collection and use of hotel occupancy taxes. Evaluate and make recommendations related to the effectiveness, costs of rebates, incentives, and other taxes applied to qualified hotel and convention center projects. Investigate and determine whether the creation of a standard Hotel Occupancy Tax legislative template is feasible, and whether it would enable the legislature to more efficiently evaluate proposed Hotel Occupancy Tax bills during the legislative session.
3.	Natural Gas Storage: Study the economic benefits of expanding the state's underground natural gas storage capacity and infrastructure. Investigate and make recommendations for additional natural gas transportation opportunities.
4.	Wildfires and Prescribed Burns: Examine ways to reduce the risk of and destructive impact of wildfires. Monitor the role the Prescribed Burning Board plays in controlled burns. Recommend practices and improvements that public and private landowners may use to reduce fire risks.
5.	Monitoring: Monitor the implementation of legislation addressed by the Senate Committee on Natural Resources and Economic Development passed by the 87th Legislature, as well as relevant agencies and programs under the committee's jurisdiction. Specifically, make recommendations for any legislation needed to improve, enhance, or complete implementation of the following: SB 13, 87th R.S., Relating to state contracts with and investments in certain companies that boycott energy companies; HB 1247, 87th R.S., Relating to the development of and report on a triagency work-based learning strategic framework by the Texas Workforce Commission, the Texas Education Agency, and the Texas Higher Education Coordinating Board; HB 1284, 87th R.S., Relating to the regulation of the injection and geologic storage of carbon dioxide in this state; HB 3973, 87th R.S., Relating to a study on abandoned oil and gas wells in this state and the use of the oil and gas regulation and cleanup fund; and HB 4110, 87th R.S., Relating to the registration of metal recycling.

1.	Examine the anticipated impacts of the Panama Canal expansion on Texas' cargo and shipping industry, intermodal facilities, roadways, and ports. Examine the implementation of the Houston Ship Channel Security District and determine if additional security districts are needed for other ports.
2.	Study current state statutes and agency rules regulating oversize and overweight vehicles. Evaluate the public safety benefit of enforcing these regulations and effectiveness in preventing roadway damage, including the cost of repair and maintenance to infrastructure associated with overweight vehicles. Provide recommendations that balance economic productivity, public safety, and protection and maintenance of roadways. Provide recommendations on the need for additional weights and measures training for law enforcement in this state.
3.	Study the potential for toll collection and enforcement tools to pursue toll scofflaws for Texas Department of Transportation (TxDOT) and local toll project entities.
4.	Examine the need for additional natural gas fueling infrastructure to efficiently utilize Texas' vast domestic reserves of natural gas. Also, examine the future requirements for public and private electric vehicle charging stations and the impact of the increased usage of alternative-­fueled vehicles. Include geographic balance in the evaluation of alternative-­fuel infrastructure. Assess the impact that increasing numbers of electric vehicles will have on the state's electric grid.
5.	Monitor the implementation of legislation addressed by the Senate Committee on Transportation & Homeland Security, 82nd Legislature, Regular and Called Sessions, and make recommendations for any legislation needed to improve, enhance, and/or complete implementation. Specifically, monitor the following: Implementation of the Sunset Advisory Commission recommendations, statutory changes specified in TxDOT's sunset legislation and TxDOT's modernization efforts, including the use of public and private engineering services and the implementation and use of business performance measures; Implementation of Proposition 12 funding provided by the fiscal year 2012-­2013 Appropriations Act, including an assessment of the impact of this funding on the state's Top 50 list of congested roadway segments and the funding needed to advance each region's priorities in fiscal year 2014-­2015; Progress of the Texas Department of Public Safety's Driver License Division efforts to enhance driver license processing, including technology and staff improvements, establishment of mega centers, additional mobile offices, and increased number of temporary visitor document processing staff.

Determine how the act may be enhanced to better attract significant capital investments by science and technology industries developing alternative energy sources. Determine the appropriate regulatory and technical requirements to remediate the contamination and prevent future contamination, and recommend appropriate agency jurisdiction for preventing, responding and remediating such incidents.
2.	Study the increasing use of liquefied natural gas (LNG), compressed natural gas (CNG) and propane. Examine the way those products fit into a diverse fuel mix. Review the current status of LNG terminals on the Texas coast. Study mineral owners and surface owners rights and obligations for the manner in which they enter and use property. Make recommendations on ways in which surface and mineral owners could communicate more effectively. Monitor the Railroad Commission study of competition in the Texas natural gas pipeline industry.
3.	Study and make recommendations relating to investment needs and economic barriers to developing bio-diesel, bio-fuels, ethanol, and other renewable products in Texas. Compare agriculturally-developed renewable fuel initiatives in other states.
4.	Study the permitting exemptions and water well regulations in Sec. 36.117, Water Code. Review the jurisdiction over the regulation of groundwater pumping in conjunction with drilling and production of oil and gas.
5.	Review mineral owners and surface owners rights and obligations for the manner in which they enter and use property. Make recommendations on ways in which surface and mineral owners could communicate more effectively.

2.	Examine current interstate and intrastate pipeline statutes and regulations in effect in Texas. Consider special issues involved in conversion of older pipelines intended for transportation of crude oil to use for more volatile products.
3.	Review production methods in the East Texas Oil Field and assess the degree to which they will result in maximum recovery of hydrocarbons from this unique reservoir. Evaluate the scientific basis for current production methods.
4.	Gather information about the security of pipelines, refineries, oil and gas production facilities, and other facilities critical to processing hydrocarbons. Review government regulations and business practices to determine whether legislation is needed to protect life and property and to detect, interdict and respond to acts of terrorism.
5.	Actively monitor the agencies under the committee's oversight jurisdiction.
