Charges:	This report should address the charges below.
1.	Review the Texas Department of Agriculture's and the Texas Animal Health Commission's role in the response to Hurricane Harvey. Examine the short-term and long-term economic and agricultural impacts to producers in the agriculture and livestock industries in Texas as a result of Harvey. Identify ways to mitigate the impact and prevent substantial losses from Harvey and future natural disasters.
2.	Study the Texas olive and olive oil industry. Provide suggestions to improve, promote, and standardize the industry. Examine current policy related to the industry and examine factors such as research, marketing, labeling, standards, data collection, and the necessity of creating a commodity board or similar type of organization.
3.	Review the Texas Department of Agriculture's Seed Certification Program and related areas. Consider any benefits or drawbacks to privatizing the program through a nonprofit crop improvement association.
4.	Study the effects of declining migratory species, such as the monarch butterfly, as well as native and domesticated bee populations on agricultural production and its economic impact on the state. Identify possible causes of the population changes and monitor national trends. Make recommendations on how to improve and promote monarch butterfly and bee populations and habitats in the state. (Joint charge with the House Committee on Culture, Recreation & Tourism)
5.	Identify methods for the early detection of exotic invasive organisms that could threaten the production of agricultural crops, such as cotton, in Texas.
6.	Consider the feasibility of developing and implementing a central filing system to be used for the filing of all financing statements that cover farm products being sold and purchased in this state that are subject to an agricultural lien.
7.	Evaluate the uses of industrial hemp and the economic feasibility of developing an industrial hemp market under existing or future state and federal regulations. Examine the processing and manufacturing process requirements of multiple bi-products, including feed, food, fiber, cosmetics, supplements, and building materials.
8.	Monitor the agencies and programs under the Committee’s jurisdiction and oversee the implementation of relevant legislation passed by the 85th Legislature.

Study the management of state assets and leases, including real estate, leased space, inventory and other assets by the General Land Office, the Texas Building and Procurement Commission, as well as other agencies. Explore and make recommendations on the possible use of sale-leaseback opportunities for properties that the state now owns. Review allegations of theft of state property and make recommendations on enhancing security of state assets.
3.	Review the use of inventory management in transportation and other programs. Explore the cost efficiencies and economic benefits of co-locating agencies in small, mid-size, and large cities around the State.
4.	Study the effectiveness and make recommendations on improving debt collection strategies across all state programs and the identification of uncollectible state receivables.

1.	Study grain marketing practices, to determine if Texas producers can improve their positions in the marketplace.
2.	Study the procedures used in forward contracting and the commodities futures market to determine the need for bonding provisions.
3.	Review all import and export laws relating to livestock and agricultural produce and determine the need, if any, for closer scrutiny of the importation of certain commodities.
4.	Study cotton warehousing in Texas with specific attention to alleged delays in service by the industry, the status of domestic and foreign markets, and the adequacy of current laws as it deals with cotton warehousing.
5.	Study the current status of laws relating to agricultural labor relations, including the issue of illegal alien labor, and recommend needed changes.
6.	Determine if state efforts are needed to preserve forest land, to promote conservation of both soil and forest crops, and to improve timber production.
7.	Review all available information concerning nonresident alien ownership of agricultural land with consideration to establishing a register of alien property owners in Texas. A determination of the effects of alien ownership on the local and state economy should also be made.
8.	Investigate the discontinuation of service by the Chicago, Rock Island and Pacific rail lines in the Texas Panhandle; to study the economic impact of the loss of rail transportation on industry of the area and the state; and to determine if any actions can be taken to insure the continued transportation of agricultural commodities to market by rail.
9.	Continue the cataloging of information on mariculture and determine the economic impact of mariculture on the state.
10.	Study all available energy resources usable for agricultural production, particularly the development of gasohol, wind, solar, and biomass conversion. Monitor and disseminate information on gasohol plants in operation today, and study alternatives to market by-products of gasohol plants.
11.	Monitor the activities and assist the Animal Health Commission and the United States Department of Agriculture in matters pertaining to the Texas Brucellosis Program. Review all laws pertaining to livestock and enforced by the Animal Health Commission; codify these laws to delete unnecessary provisions.
