1.	Assess the effectiveness of major economic development programs in Texas. The review should include but not be limited to such programs as the Enterprise Fund, Emerging Technology Fund, Skills Development, and Enterprise Zones. Review major tax policy issues that encourage or hinder business development, including options for reinstating a margins tax research and development tax credit. Examine economic development programs in other states that have been successful and recommend changes to existing state programs, new programs, or changes in tax policy incentives that could increase job creation in Texas.
2.	Review the effectiveness of state programs aimed at assisting small business growth and development, including whether the development of a Small Business Commission could lead to a more efficient use of state resources. Include an assessment of all state policies aimed to assist small business and minority-owned business persons with procurement of state contracts.
3.	Review the impact of workforce development programs on economic development across the state. Focus on the impact of Texas Workforce Commission initiatives, the JET (Jobs and Education for Texas) program administered by the Comptroller's office, and federally funded stimulus programs. Make recommendations for legislation to improve and enhance workforce development in Texas.
4.	Monitor the implementation of legislation addressed by the Senate Committee on Economic Development, 81st Legislature, Regular and Called Sessions, and make recommendations for any legislation needed to improve, enhance, and/or complete implementation.

Review the state's laws and procedures for the creation of special purpose districts whose jurisdiction is limited to a specific geographic area or areas and whose powers may include the imposition of taxes, the creation of public debt, the exercise of eminent domain, or the exercise of police power. Consider the proliferation of special purpose districts, and investigate whether the activities of these districts comport with the legislative intentions and public purposes for which they were created.
2.	Examine policies and procedures governing the Texas Department of Public Safety's crime lab to insure high standards for the testing of evidence for law enforcement agencies throughout the state.
3.	Monitor procedures and activities of the State Board of Education in its management of the Permanent School Fund.
4.	Review the compliance of state agencies with state law related to Historically Underutilized Business (HUB) Participation.

1.	Analyze state and federal legislation, court orders, regulatory opinions, and interpretations regarding access to and participation in higher education, state contracts and state employment. The Committee should monitor the U.S. Department of Education's evaluation of the Texas system of higher education to determine compliance with the Civil Rights Act of 1964.
2.	Evaluate current state programs, practices and policies in light of the Hopwood opinion to determine compliance with current legal restrictions and effectiveness in achieving intended goals. Also, evaluate the state's equal opportunity provisions regarding contracting with historically underutilized businesses (HUBs) and minority hiring practices to determine compliance with current legal restrictions and effectiveness in achieving intended goals.
3.	Make any necessary recommendations to achieve fair and equal access to and participation in higher education, state contracts, and state employment by all Texans, including disadvantaged persons. The Committee should define which, if any, individuals or groups of individuals should be considered "disadvantaged". The recommendations should identify the necessary legal or administrative action by the state to achieve its goals.
4.	The Committee should indicate whether its recommendations, or current guidelines relating to fair and equal access to and participation in higher education, state contracts, and state employment, should be placed in general law, agency rules, or riders in the state's General Appropriations Act.
