1.	Examine the deployment of advanced telecommunications services throughout Texas and evaluate possible state policies to ensure availability of broadband service to all Texans. Study barriers faced by rural and urban communities in obtaining advanced services and explore ways for these communities, the state and cities to secure the benefits of affordable broadband access to underserved citizens.
2.	Determine what, if any, broadband access is available to the citizens of each rural community of the state and to each inner-city community in the state. Together with the Public Utility Commission, or another agency or university of the state, establish a system for tracking broadband service offerings in rural and inner-city communities on an on-going basis.
3.	Gather information related to the security of state-owned buildings and facilities, public and private communications systems and electric generation and transmission facilities. Review government regulations and business practices to determine whether legislation is needed to protect life and property and to detect, interdict and respond to acts of terrorism.
4.	Review the activities and mission of the Telecommunications Infrastructure Fund, assess the extent to which the Fund has met the goal of extending services to underserved client groups, and consider whether the need for the Fund's programs extends beyond the statutory termination.
5.	Review the laws and procedures governing the siting of electric transmission lines. Consider how the need for transmission lines is determined, how routes are selected, the technology selected for a given route, the interests of landowners on whose property the lines are sited, and the interests of consumers and the public in siting decisions.
6.	Actively monitor agencies and programs under the committee's oversight jurisdiction, including the transfer of functions and duties of the former General Services Commission to the Texas Building and Procurement Commission and the Department of Information Resources.

3.	Report should recommend both short-term and long-term strategic changes in state policy, rules and regulations.

1.	Study the tourism benefits of a program linking tourist destinations by signage, maps, trails, and other means. Consider how such a program should be coordinated, in light of different agencies' responsibilities for tourism and transportation and for natural, cultural and historical sites.
2.	Study the demographics of Texas' population of military veterans. Compare and contrast veterans' demographics with those of the general population to determine which current or prospective programs have the most benefit.
3.	Review the practices used by other states to designate "state artists" and "state poets." Consider the value of having a permanent procedure for making such designations in Texas.
4.	Assess the potential of community telecommunications networks and technology centers for tourism and business development.
5.	Conduct active oversight of the agencies under the committee's jurisdiction.

1.	Study the effect of property insurance form deregulation, as addressed in SB 1499, 75th R.S., passed by the Legislature during the 1997 regular session, on the affordability and availability of homeowners insurance.
2.	Monitor the implementation of SB 386, 75th R.S., passed by the Legislature during the 1997 regular session, regarding managed care liability, including the development of the rules and standards governing the certification, selection, and operation of independent review organizations.
3.	Study and assess the effectiveness of HB 2128, 74th R.S., passed by the Legislature during the 1995 regular session, including but not limited to: the deployment of an advanced telecommunications infrastructure in Texas; the development of competition in the local telecommunications market in Texas; and the use of the Telecommunications Infrastructure Fund in improving the capabilities of Texas schools, libraries and public hospitals. In its evaluation, the Committee should identify any remaining barriers to the development of full competition in the telecommunications market in Texas and make recommendations, if necessary, for any legislative or regulatory action.
4.	Review the process used by the Texas Department of Insurance and the Attorney General in making determinations regarding public disclosure of insurance data and, if necessary, make recommendations to streamline and standardize the process.
5.	Review and make recommendations, if needed, to clarify what insurance market-related data should be in the public domain and what information should be considered proprietary data to preserve competition. This review should consider both statistical data and underwriting guidelines.
