Charges:	This report should address the charges below.
1.	Monitor the agencies and programs under the Committee's jurisdiction and oversee the implementation of relevant legislation passed by the 86th Legislature. Conduct active oversight of all associated rulemaking and other governmental actions taken to ensure intended legislative outcome of all legislation, including the following: HB 892, which relates to county regulation of game rooms. Monitor the status of counties statewide who have chosen to regulate game rooms and implement their own regulatory structure to combat illegal gambling activity via registration and permitting requirements, fees, disclosure of ownership, inspection schemes, and civil and criminal penalties. HB 1545, which is the sunset legislation for the Texas Alcoholic Beverage Commission(TABC). Monitor the implementation of the legislation and the agency's progress in the consolidation, repeal, and creation of certain licenses and permits and the adoption of new fees. HB 2847, which is the omnibus occupational licensing legislation. Monitor the implementation of revisions relating to the licensing and regulation of certain occupations by the Texas Commission of Licensing and Regulation, including the length of a license term, a fee for the issuance or renewal of a license, and any continuing education required to renew a license. SB 1450, which authorizes alcohol delivery to consumers. Monitor the implementation and permitting process by TABC for consumer delivery of alcohol.
2.	Study efforts by the TABC to combat human trafficking at all licensed locations. Make recommendations to increase the TABC's ability to rescue victims and successfully prosecute more criminals, including recommending harsher penalties for permit holders that have been identified as participating in human trafficking, and to make regulatory or statutory changes needed to prevent human trafficking in this state.
3.	Examine "control label" products and their impact on the three-tier system and alcoholic beverage industry in the state. Make recommendations to regulate control label products in a way that promotes economic growth, benefits the consumer, and stabilizes the three-tier system.
4.	Evaluate the Texas wine industry and the current labeling requirements associated with the use of "Texas" as an appellation. Determine if current regulations and permitting rules are adequate to support the industry's development.
5.	Monitor the State Auditor's review of agencies and programs under the Committee's jurisdiction. The Chair shall seek input and periodic briefings on completed audits for the 2019 and 2020 fiscal years and bring forth pertinent issues for full committee consideration.

1.	Study the economic development impact, benefits and costs of the Fuel Ethanol and Biodiesel Incentive Program. Analyze and make recommendations regarding the following areas of interest: state cost versus economic benefit, including any impact on the price of feed for livestock and food for human consumption; the program as compared to other state and federal incentives; any federal legislative or administrative changes relating to the program; and options to encourage research and new technologies and market based incentives and competitive feedstock issues including feedstock development.
2.	Study the impact of funding increases and their effectiveness for the Coastal Erosion Planning and Response Program and provide options for possible future funding sources.
3.	Study the economic impacts and unintended consequences of allowing whitetail deer raised on deer farms in Texas to be legally processed for venison. Study the interstate shipment issues with venison from other states currently faced by Texas restaurant suppliers.
4.	Study the impact of the thoroughbred and quarter horse industries on agriculture in Texas, specifically the reasons for decline in those industries over the last several years.
5.	Study the growth potential for rural economic development through the wine and grape industry as a result of expanded traditional agricultural operations and expanded agritourism.
6.	Monitor the implementation of legislation addressed by the Subcommittee on Agriculture, Rural Affairs & Coastal Resources, 80th R.S., and make recommendations for any legislation needed to improve, enhance, and/or complete the implementation. Specifically, monitor the implementation of HB 2819, 80th R.S., relating to enforcement of the Open Beaches Act. Additionally, monitor the implementation of the federal 2007 Farm Bill and determine the impact on the Texas agricultural industry.

3.	Study and make recommendations regarding the relationship between cities and special utility districts, including the formation of special utility districts in the extraterritorial jurisdiction of cities, and the ability of those districts to meet the future service needs of residents; the number of special utility districts currently existing and their effect on the overall property tax burden; as well as the significant growth/creation of special utility districts and their effect on the provision of services to residents.
4.	Study and make recommendations relating to counties' ability to apply for and receive state and federal grants. Focus on assessing the impact and use of grant funds, on streamlining the process, and upon the impact and options available for counties without incorporated cities and towns.
5.	Examine and make recommendations relating to the appropriateness and advisability of adopting the "Texas Uniform Planned Community Act," as published by the State Bar of Texas Subcommittee on Property Owners Associations, as the enabling statute to establish a comprehensive and uniform framework for the creation and operation of residential planned communities
6.	Study the implementation and impact of legislation passed by the 79th Legislature to increase the economic impact of the Texas Wine Industry on the state's economy and make recommendations, as appropriate.
7.	Study the status of floodplain mapping in Texas communities and the scope of local governments' floodplain development management authority and make recommendations, as necessary, to enable communities to provide accurate floodplain data and management plans that will facilitate more favorable insurance rates and better protect the lives and property of Texas residents in the event of a natural disaster.
8.	Study the home ownership rate for low-income Texans. Make recommendations for increasing home ownership. Analyze options for enhancing Low Income Housing Tax Credits and include costs and benefits to the state.

Oversight functions shall be conducted for all appropriations-related actions of those agencies assigned to this committee for appropriative purposes during the 67th Regular Session of the Legislature. In addition, a study should be made of the impact of any federal cuts, and the differences in the operational aspect of the agencies under block vs. categorical grants. Close scrutiny should be given to each agency to ascertain if legislative intent is being carried out in the rules promulgated by the agency and if the rules are feasible and practical in their application. 5.	Study the feasibility of expanding the number of ports of entry for alcoholic beverages in Texas to include airports.

4.	A study of nonreturnable bottles and the status of legislation related thereto. The study should review the status of related legislation in other states, and make recommendations as to any necessary changes in Texas statutes.
