1.	Assess the level of preparedness among critical infrastructure entities, state and local emergency planning organizations, first response efforts, and overall coordination of jurisdictions across the state. Include a review of the state's role in preparing, resourcing, and coordinating with local emergency response, specifically in rural areas or areas that depend largely on volunteer response efforts.
2.	Investigate the fatal explosion in West, Texas, in April 2013, for deficiencies in safety, risk management, and disaster planning by chemical facilities and state entities. Determine if any changes should be made to existing laws and rules relating to inspection, investigation, and enforcement, and make specific recommendations on how to reduce the likelihood for damage, injury, or death.
3.	Evaluate state and local entities' effectiveness in meeting the state's border and homeland security program goals and objectives.
4.	Review the Driver Responsibility Program and consider methods for overall improvement of the program.
5.	Conduct legislative oversight and monitoring of the agencies and programs under the committee’s jurisdiction and the implementation of relevant legislation passed by the 83rd Legislature. In conducting this oversight, the committee should: a. consider any reforms to state agencies to make them more responsive to Texas taxpayers and citizens; b. identify issues regarding the agency or its governance that may be appropriate to investigate, improve, remedy, or eliminate; c. determine whether an agency is operating in a transparent and efficient manner; and d. identify opportunities to streamline programs and services while maintaining the mission of the agency and its programs.

3.	Conduct a general study of issues facing county jails. The study should include innovative ways to address overcrowding, the impact homelessness has on the county jail population, and recommendations for handling inmates undergoing detoxification and withdrawal from drugs and alcohol.
4.	Monitor the agencies and programs under the committee's jurisdiction and the implementation of relevant legislation passed by the 82nd Legislature.

1.	Evaluate the potential benefits offered through the "design-build" form of bidding, which allows engineers, architects, and builders to form teams and bid on state projects in contrast to the current method which mandates that each entity bid separately. The Committee shall compare the State of Texas practices to other states and to the private sector and evaluate the "design-build" option as it relates to buildings, roads, and other publicly funded projects.
2.	Study the funding and expenditures of Councils of Government (COGs) and examine the changing relationship between COGs and the state and federal governments since 1982. The Committee shall monitor the compliance by COGS regarding publication of financial statements, as referenced in the General Appropriations Bill, HB 1, 76th R.S..
3.	Review the statutory authority granted to local governments to regulate the development of residential subdivisions. The Committee shall identify conflicting provisions and make recommendations to clarify existing statutes.
4.	Monitor the implementation of SB 89, 76th R.S. relating to municipal annexation.
5.	Examine the powers, functions and programs administered by the Texas Department of Housing and Community Affairs (TDHCA) and the Texas State Affordable Housing Corporation (TSAHC). The committee's report will assess the methodology used in allocating the various housing funds and resources, including the Low-Income Housing Tax Credit program and the Housing Trust Fund, and the compliance by the agency with that methodology, and address whether the programs administered by TDHCA and the TSAHC meet the affordable housing demands of targeted population groups throughout the State of Texas.

1.	Examine and evaluate the role of financial contributions in campaigns for election to state offices. Identify practices or trends that may be detrimental to the public good and study ways to eliminate or reverse those trends. (Joint with the House Committee on Elections)
2.	Study the threats to personal privacy due to technological advances in the capacity to store data and the increasing use of electronic transaction in government, business, and everyday life. Examine the uses made of such information by governments and commercial enterprises, and the potential for abuse. Assess legislative options.
3.	Review conditions in the telecommunications industry. Examine changes that have occurred since the passage of HB 2128, 74th R.S., and compare current conditions to expectations at the time of passage. Assess the need for revisions to keep the transition to competition on track.
4.	Inventory the kinds of public-private arrangements that currently exist in Texas government, and examine any new ethical or accountability issues that arise when the state relies on private entities in non-traditional ways.
5.	Study the legal, social, and economic issues likely to arise because of developments in the fields of genetics and bioethics. Such issues may include those related to altered foodstuffs, cloning, reproduction, eugenics, and genetic testing.
6.	Examine whether Regional Planning Commissions (COG's) have fulfilled the purposes for which they were established originally, and whether their functions or enabling legislation requires change.
7.	Examine the feasibility of combining agency automobile fleets into a pooled fleet that could be centrally administered to obtain efficiencies of operation.
8.	Assess the state and local tax impacts of possible changes in the structure of the electric power industry.

Review the original goals and theories supporting these processes and assess the extent to which goals have been attained. Develop performance measures to assess future success of the planning and budgeting processes.
2.	Review the overall salary and benefit levels of state employees and assess how they compare with the private sector.
3.	Review special issues related to state compensation, including merit pay; salary increases for exempt employees; the achievement bonus program; severance pay and "golden parachutes;" non-monetary emoluments such as housing or personal services; and parity in compensation for similar work performed at different agencies.
4.	Review the state's means for overseeing the planning and implementation for major information systems by state agencies and institutions. Include a history of the state's efforts to accomplish such oversight. Review major projects that have not met goals, including timeliness and budgets.
5.	Review the efficiency of funding numerous local programs through Councils of Governments or other similar intermediary organizations. The Committee should consider the accountability of the state, regional and local entities for funds used for such programs.
