1.	Review the regulation of utilities by the Texas Department of Transportation relating to utility access along the edge of the road right-of-way and placement of utility facilities along public road rights-of-way. Recommend strategies for the Public Utility Commission and the Department of Transportation to deliver assets of value to the state.
2.	Study the relationship between Texas Department of Transportation, the Federal Aviation Administration and other federal agencies, including the Department of Homeland Security. Review the effectiveness and efficiency of the funding process for airports, and capacity needs for commercial and private demands. Examine further needs with regard to private and public airports.
3.	Examine the transportation planning coordination of land use, including planning for large transportation corridors.
4.	Research and study the permissibility of rental care companies to sell used rental motor vehicles on credit union premises and other locations not continuously used for the conduct of used rental motor vehicle sales. Analyze comparative laws from other states permitting such sales by rental car companies on premises other than those owned by the rental car companies.
5.	Consider the rail relocation needs of the major metropolitan areas of Texas. Identify possible funding sources.
6.	Study the economic infrastructure of the state's main trade corridors with special emphasis on the ability to enhance trade and transportation through increased use of technology. (Joint interim charge with the House Committee on Border and International Affairs)
7.	Study the current border and coastal transportation infrastructure and any enhancements needed to meet gorwing international trade and economic development. (Joint interim charge with the House Committee on Border and International Affairs)
8.	Monitor the agencies and programs under the committee's jurisdiction.

1.	Study long-term financing options for mobility in Texas. Consider the most efficient and productive ways to fund the mobility fund, contingent upon its approval by the voters. Otherwise, consider additional options for long-term highway funding. Assess the effects of low-bid versus design-build contracting methods. Consider adoption of a level of service for mobility in Texas.
2.	Review and consider all issues related to truck transportation at the international border, including (a) the security and efficiency at check points, (b) truck safety, including compliance with weight regulations, and (c) the continuing impact of NAFTA, including commercial vehicle inspections.
3.	Gather information about the security of general aviation, rail and truck transportation, and Texas seaports. Review government regulations and business practices to determine whether legislation is needed to protect life and property and to detect, interdict and respond to acts of terrorism.
4.	Study the need for general aviation facilities and identify potential resources that could be used to support additional facilities.
5.	Consider opportunities to mitigate air quality problems in non-attainment areas by corridors or special routing of long-haul traffic, including interstate or NAFTA-related traffic.
6.	Actively monitor agencies and programs under the committee's oversight jurisdiction.

1.	Oversight functions shall be conducted for all appropriations-related actions of those agencies assigned to this committee for appropriative purposes during the 67th Regular Session of the Legislature. In addition, a study should be made of the impact of any federal cuts, and the differences in the operational aspect of the agencies under block vs. categorical grants. Close scrutiny should be given to each agency to ascertain if legislative intent is being carried out in the rules promulgated by the agency and if the rules are feasible and practical in their application. These agencies include: Texas Alcoholic Beverage Commission
2.	Study viniculture in Texas as it relates to recently enacted laws relating to the commercial production of wine.
3.	Determine if the fees charged to holders of licenses and permits under the Alcoholic Beverage Code are presently adequate.
4.	Compare Texas laws with other states' laws dealing with revenue collection of taxes on alcoholic beverages and the administration of such taxation at the service level.
5.	Study the feasibility of expanding the number of ports of entry for alcoholic beverages in Texas to include airports.

Oversight functions shall be conducted for all appropriations-related actions of those agencies assigned to this committee for appropriative purposes during the 66th Regular Session of the Legislature. Procedures suggested for this purpose during the last interim are recommended. The agencies include: Civil Air Patrol Commission; Texas Railroad Commission (partial); Department of Public Safety (partial - Traffic Law Enforcement Division); Department of Highways and Public Transportation; Texas Aeronautics Commission; Texas Motor Vehicle Commission; Texas Transportation Institute.
2.	Examine the present uses of the State Highway and Public Transportation Commission's Public Mass Transit Fund and explore incentives that will encourage cities to develop systems and programs through the use of these monies.
3.	Evaluate the design plan for implementing the State Airport Development Fund administered by the Texas Aeronautics Commission.
4.	Review the administration of highway contract construction funds and suggest ways to expedite utilization of these funds.
5.	Determine the extent to which the economy and public safety of Texas citizens are affected by litter and spills from trucks and other motor vehicles operating on Texas highways.
6.	Study the railroad crossing situation in Texas to determine the jurisdiction over railroad crossing safety.
7.	Study the merits and demerits of deregulation of the trucking industry in terms of both interstate and intrastate implications.
