1. Strike Force, VA Health, Mental Health: Study the state of veteran health and mental health in Texas. Review the progress made by state strike force teams to reduce the claims backlog and decrease wait times at VA hospitals. Evaluate if the passage of the federal Veterans’ Access to Care through Choice, Accountability, and Transparency Act of 2014 and other state initiatives have improved access and outcomes. Determine if state strike force teams should continue as established and make recommendations on necessary changes.
2. State Veteran Employment: Study current veteran hiring policies among state agencies and consider the effectiveness of a percentage-based system. Make recommendations if there are other ways to equitably measure the success of veteran employment within an agency.
3. Veteran Benefits: Given pending litigation on the subject, study what veteran benefits, if any, are currently only offered to residents of the state of Texas-whether by being born here or by entering the service in Texas--and assess whether any of these additional benefits leave the state liable for lawsuits under the equal protection clause of the 14th amendment to the U.S. Constitution. Make recommendations for legislation that could reduce the state's liability.
4. Veterans Courts: Study successes and challenges of veteran’s courts in Texas, including evidence of rehabilitation or recidivism. Consider alternative means of funding, such as voluntary donations at points of contact with state services, and make recommendations.
5. Defense Adjustment Authorities, Compatibility Use, and Encroachment: Consider best practices for improving the military value at military installations in Texas. Determine cost-effective policies and make recommendations that would strengthen military value.
6. Monitoring Charge: Monitor the implementation of legislation addressed by the Senate Committee on Veteran Affairs and Military Installations during the 84th Legislature, Regular Session and make recommendations for any legislation needed to improve, enhance, and/or complete implementation. Specifically, monitor the following: 1) Monitor the implementation of legislation relating to the qualifications of veteran county service officers, and make recommendations if further changes should be made.

Consider the cost-saving outsourcing of technologies and recently developed practices, such as the conversion of roadways, used by the Department of Transportation designed to demonstrate savings. Identify and make recommendations on the credibility and effectiveness of these goals.
2. Monitor the usage of state funds by the Texas Department of Transportation for improving road quality in areas impacted by Energy Sector activities.
3. Evaluate the status of Texas's port system, including a review of the structure and operations of the Maritime Division of the Texas Department of Transportation.
4. Evaluate the status of passenger and freight rail in Texas, including a review of the structure and operations of the Rail Division of the Texas Department of Transportation.
5. Review the state of our current transportation infrastructure outside of the five most populous areas. Explore future needs of our infrastructure and make recommendations to ensure long-range sufficiency.
6. Monitor the implementation of the "Turn-Back Program" by the Texas Department of Transportation, specifically its fiscal impact to municipalities and taxpayers.
7. Examine county authority to utilize tax increment financing and transportation reinvestment zones to fund transportation projects.
8. Monitor and review the efforts of the Department of Transportation’s (TxDOT) Texas Technology Task Force (TTTF). The TTTF shall study emerging transportation, communication, and computing technologies and determine physical infrastructure and system components that TxDOT or other state departments would need to provide to enable selected technologies. The task is to be completed by TTTF as directed by SB 1 (83R), item 44, Article VII-31. (Joint charge with the House Committee on Technology)
9. Conduct legislative oversight and monitoring of the agencies and programs under the committee’s jurisdiction and the implementation of relevant legislation passed by the 83rd Legislature. In conducting this oversight, the committee should: a. consider any reforms to state agencies to make them more responsive to Texas taxpayers and citizens; b. identify issues regarding the agency or its governance that may be appropriate to investigate, improve, remedy, or eliminate; c. determine whether an agency is operating in a transparent and efficient manner; and d. identify opportunities to streamline programs and services while maintaining the mission of the agency and its programs.

1. Study current law governing homeowners associations with respect to ensuring that homeowners are given adequate protections against unfair foreclosures and are given proper channels for redress in case of foreclosure.
2. Monitor the proliferation of municipal utility districts (MUDs) outside the corporate limits or extraterritorial jurisdiction of municipalities and whether increased oversight of these districts by other political subdivisions is needed. Review the process for the creation of municipal utility districts (MUDs) through the template developed during the 81 st Legislative Session, including any changes needed to increase the efficiency and oversight over the creation of proposed districts. Review the process for creating special districts, including whether the creation of a template, similar to the one created for municipal utility districts (MUDs), is feasible and would enable the legislature to more effectively evaluate other proposed special districts during future Sessions.
3. Review the process and costs for local governments to make government information available online. Consider ways to encourage local governments to provide more transparency, including the Comptroller's experience with transparency and her offer to assist local governments, and consider penalties for entities that fail to comply with the online requirement.
4. Assess ways to facilitate property ownership registration to better enable individuals to participate in federal programs and make recommendations to improve processing times to provide improved access to funds.
5. Study the reasons for and the impacts of hospitals directly hiring physicians. Examine practices in other states. Make recommendations, if needed, to permit hospitals to directly hire physicians.
6. Review state and local policies related to development and growth in rural and unincorporated regions of the state with regard to annexation and zoning authority. Focus on impacts to private property rights. Determine the appropriateness of existing extraterritorial jurisdiction authority. Make recommendations regarding possible changes to this authority.
7. Review the types of support state government can provide to assist local government consolidations with county governments. Evaluate budget implications for city and county government consolidations. Research the appropriateness and cost savings of eliminating duplicity between city and county governments in different regions of the state.
8. Review the statutory authority granted to municipal management districts (MMDs) and to emergency service districts (ESDs), the authority of municipalities and counties to create public improvement districts (PIDs). Determine whether the authority granted for each entity is adequate to accomplish the goals of local governments. Assess whether the consolidation of ESDs under one statute would improve uniformity and provision of fire and emergency services through these districts.
9. Monitor the implementation oflegislation addressed by the Senate Committee on Intergovernmental Relations, 81st Legislature, Regular and Called Sessions, and make recommendations for any legislation needed to improve, enhance, and/or complete implementation.

The Committee shall compare the State of Texas practices to other states and to the private sector and evaluate the "design-build" option as it relates to buildings, roads, and other publicly funded projects.
2. Study the funding and expenditures of Councils of Government (COGs) and examine the changing relationship between COGs and the state and federal governments since 1982. The Committee shall monitor the compliance by COGS regarding publication of financial statements, as referenced in the General Appropriations Bill, HB 1, 76th Legislature, Regular Session.
3. Review the statutory authority granted to local governments to regulate the development of residential subdivisions. The Committee shall identify conflicting provisions and make recommendations to clarify existing statutes.
4. Monitor the implementation of SB 89, 76th Legislature, Regular Session relating to municipal annexation.
5. Examine the powers, functions and programs administered by the Texas Department of Housing and Community Affairs (TDHCA) and the Texas State Affordable Housing Corporation (TSAHC). The committee's report will assess the methodology used in allocating the various housing funds and resources, including the Low-Income Housing Tax Credit program and the Housing Trust Fund, and the compliance by the agency with that methodology, and address whether the programs administered by TDHCA and the TSAHC meet the affordable housing demands of targeted population groups throughout the State of Texas.
