1.	A study of the effectiveness of and cost to the state and local governments of the enforcement and collection of child support payments. This study should include recommendations as to the need for uniformity in policy or a statewide system for the collection and enforcement of such payments and the consideration of the related items such as voluntary assignment of wages, offset welfare payments, etc.
