1.	Study the feasibility of the creation of a border agricultural inspection training program and the authority of Texas Department of Agriculture (TDA) employees to augment federal inspectors at Texas border land ports of entry. The study should include similar subject matter to HB 3761, 83rd R.S.. Measure and estimate the increase in state revenue and secondary economic benefits that could be created from implementing the efficiency measures in HB 3761, 83rd R.S. as a way to offset costs for additional state inspectors.
2.	Evaluate the Texas Right to Farm Act and determine if certain recommendations and updates to the law should be made in efforts to protect agricultural operations.
3.	Examine current statutes and rules to determine any necessary enhancements that can assist in the eradication of feral hogs by using practical solutions and effective eradication techniques. (Joint charge with the House Committee on Culture, Recreation and Tourism)
4.	Conduct legislative oversight and monitoring of the agencies and programs under the committee’s jurisdiction and the implementation of relevant legislation passed by the 83rd Legislature. In conducting this oversight, the committee should: a. consider any reforms to state agencies to make them more responsive to Texas taxpayers and citizens; b. identify issues regarding the agency or its governance that may be appropriate to investigate, improve, remedy, or eliminate; c. determine whether an agency is operating in a transparent and efficient manner; and d. identify opportunities to streamline programs and services while maintaining the mission of the agency and its programs.

1.	Study consolidation of those agencies related to the arts, cultural, and library services; consolidation of certain agricultural-related agencies; and consolidation of certain licensing agencies or their administrative functions.
2.	Study the management of state assets and leases, including real estate, leased space, inventory and other assets by the General Land Office, the Texas Building and Procurement Commission, as well as other agencies. Explore and make recommendations on the possible use of sale-leaseback opportunities for properties that the state now owns. Review allegations of theft of state property and make recommendations on enhancing security of state assets.
3.	Review the use of inventory management in transportation and other programs. Explore the cost efficiencies and economic benefits of co-locating agencies in small, mid-size, and large cities around the State.
4.	Study the effectiveness and make recommendations on improving debt collection strategies across all state programs and the identification of uncollectible state receivables.

1.	Examine the use of funds appropriated for environmental purposes by SB 2, 72nd Legislature, 1st Called Session and HB 1, 72nd Legislature, 1st Called Session;
2.	Study and monitor the implementation of water and wastewater regulations, including administrative initiatives as well as statutory requirements.
3.	Study environmental issues specific to the Texas-Mexico border region and the potential impact of the proposed free trade agreement between the two nations.
4.	Study issues and identify policy considerations relating to non-point source agricultural water pollution.
5.	Verify the number and status of outputs and outcomes identified in HB 1, 72nd Legislature, 1st Called Session, and otherwise determine whether programs that are the focus of study are functioning as planned.
6.	Identify and review agencies' existing performance standards and determine whether the agencies have met, exceeded or failed to meet those standards;
7.	Verify the number of employees in each program that is the focus of study, and monitor and oversee documentation of all agency salary actions, including position reclassifications, merit salary increases and other salary increases resulting from legislative of agency-initiated action.
8.	Monitor implementation of sunset legislation.
9.	Identify specific goals the state must attain by the year 2000 and biennial goals that must be achieved until that time.
10.	The committee shall coordinate its activities with those of the Natural Resources and Consolidation Study established by SB 2, 72nd Legislature, 1st Called Session, and work in conjunction with that study in areas of common responsibility.
11.	The committee shall monitor and oversee legislation enacted during the 72nd Regular and special Called Sessions that was considered by the standing Senate Natural Resources and House Natural Resources and Environmental Affairs Committees including legislative mandates; all performance audit review recommendations, adopted or not, and any agency-initiated changes.
