Consider the following: Access to federal recovery programs and efforts that enable the draw-down of federal funding; Improvement of workforce reliability; and Use of the supplemental money appropriated to the Governor’s Office of Economic Development and Tourism through SB 8, 87th 3rd C.S.
3.	Review state efforts to preserve and develop Texas state parks and open spaces to ensure affordable public access to outdoor recreational and educational opportunities.

1.	Monitor the agencies and programs under the Committee's jurisdiction and oversee the implementation of relevant legislation passed by the 86th Legislature. Conduct active oversight of all associated rulemaking and other governmental actions taken to ensure intended legislative outcome of all legislation, including the following: HB 1300 and HB 2321, which relate to the regulation of oyster harvesting and to cultivated oyster mariculture. Monitor the implementation of the cultivated oyster mariculture program, the implementation of increased penalties related to the regulation of oyster harvesting, and the effectiveness of these state laws as related to the protection, conservation, and sustainability of oysters in Texas coastal waters. HB 1422, which is the Texas Historical Commission (THC) sunset legislation. Monitor the implementation and transfer of certain historical sites from the Texas Parks and Wildlife Department (TPWD) to the THC, including any additional land acquired by the TPWD and the appropriate coordination with local entities. SB 1511, which requires the TPWD to contract with a nonprofit organization for the operation and maintenance of the Battleship "Texas." Monitor the efforts to restore the Battleship "Texas" consistent with state law and historic preservation guidelines.
2.	Evaluate the status of the historical marker application process and the production of cast metal historical markers in the state as overseen by the THC. Examine options for future state historical markers, including technology such as laser etching and durable materials other than metal.
3.	Study the effectiveness of hunter education courses with regard to hunters and firearm safety in the state. Explore additional firearm safety resources and their potential use by the TPWD to reduce accidental shootings.
4.	Review the effectiveness of the State Historic Preservation Tax Credit on preserving historic structures and revitalizing Texas communities since the tax credit became effective.
5.	Monitor the State Auditor's review of agencies and programs under the Committee's jurisdiction. The Chair shall seek input and periodic briefings on completed audits for the 2019 and 2020 fiscal years and bring forth pertinent issues for full committee consideration.

1.	Review the Texas Parks and Wildlife Department's and the Texas Historical Commission's roles in the response to Hurricane Harvey. Evaluate the economic, recreational, and biological impacts and needed repairs from Harvey as they relate to applicable state agencies and the following areas and industries under the purview of the Committee: a. State parks b. Wildlife and fish c. Historic sites and buildings d. Art and cultural resources e. Travel and tourism f. In addition, provide recommendations on how to allow for a timely recovery of these areas from Harvey, and how to mitigate the impact of, and adequately prepare for, future natural disasters.
2.	Study the feasibility of establishing and mobilizing a volunteer contingency of private boat owners through the boat registration and license database administered by the Texas Parks and Wildlife Department to assist first responders in search and rescue efforts in natural disasters like Hurricane Harvey.
3.	Study the effects of declining migratory species, such as the monarch butterfly, as well as native and domesticated bee populations on agricultural production and its economic impact on the state. Identify possible causes of the population changes and monitor national trends. Make recommendations on how to improve and promote monarch butterfly and bee populations and habitats in the state. (Joint charge with the House Committee on Agriculture & Livestock)

1.	Monitor the repair of state parks from damage caused by natural disasters, including flooding and wildfires. Review the status of securing federal relief funds to offset state costs. Study current programs in Texas, as well as programs in other states, to determine how to mitigate and prepare for potential future hazards in the wildland-urban interface.
2.	Study and make recommendations regarding the improvement and expansion of the state parks system, pursuant to the passage of HB 158 (84R). Examine options such as conservation easements that can maintain private ownership and working lands while also preserving open space
3.	Study and make recommendations regarding decreasing illegal behavior, improving public safety, protecting private property rights, and protecting environmental quality on the San Marcos River.
4.	Explore ways to promote and improve tourism, youth education and economic development through heritage, cultural, recreational, historical, and nature programs and preservation practices. Consider the long-term economic impact of state parks and state and local historic sites, the Texas Heritage Trails Program, the Alamo Mission Complex, and rural community revitalization in promoting recreation and heritage tourism.
5.	Conduct legislative oversight and monitoring of the agencies and programs under the committee’s jurisdiction and the implementation of relevant legislation passed by the 84th Legislature. In conducting this oversight, the committee should: a. consider any reforms to state agencies to make them more responsive to Texas taxpayers and citizens; b. identify issues regarding the agency or its governance that may be appropriate to investigate, improve, remedy, or eliminate; c. determine whether an agency is operating in a transparent and efficient manner; and d. identify opportunities to streamline programs and services while maintaining the mission of the agency and its programs.
