Charges:	This report should address the charges below.
1.	Surface Water/Groundwater: Study and make recommendations regarding the ownership, production, and transfer of surface water and groundwater in the state of Texas.
2.	State Water Plan: Study and make recommendations on improving the process of developing and executing the State Water Plan.
3.	Agricultural Liens: Study and make recommendations on improving the law in this state regarding agricultural liens under Chapter 70, Agricultural Code. The study should include whether sufficient safeguards exist to protect the financial interest agricultural producers have in their product.
4.	Water Litter: Study and make recommendations on the effects of windblown and waterborne litter. The study should include an analysis of the economic effects of litter, any necessary methods to prevent and remediate litter, and an assessment of state and local programs to reduce litter.
5.	Game & Ag. Product Safety: Study and make recommendations on improving the laws regarding the management of game animals, production of domestic fowl, and development of agricultural products in the State to reduce the occurrence and spread of disease and harmful pests.
6.	Promotion of Texas Agriculture: Study the economic benefits the Texas Department of Agriculture’s Market Development Services provide to the state through promoting Texas Agricultural products. Review the current marketing services and strategies available to Texas producers and determine additional resources necessary to increase the Market Development Services capabilities. Make recommendations for legislative action, if needed.
7.	Monitoring Charge: Monitor the implementation of legislation addressed by the Senate Committee on Agriculture, Water & Rural Affairs during the 84th R.S., and make recommendations for any legislation needed to improve, enhance, and/or complete implementation. Specifically monitor the Texas Water Development Board's process in the identification and designation of brackish groundwater zones.

1.	Evaluate strategies to control known existing invasive aquatic species, including species commonly referred to as giant salvinia (Salvinia molesta), water hyacinths (family Pontederiaceae), and zebra mussels (family Dreissenidae).
2.	Study and make recommendations for improving deer breeder compliance with existing laws and regulations.
3.	Recommend approaches to improve long-term funding for state park acquisition, development, and maintenance.
4.	Study the effects the drought and wildfires have had on tourism and recreation in Texas. Make recommendations for ways to prevent future losses.
5.	Monitor the agencies and programs under the committee's jurisdiction and the implementation of relevant legislation passed by the 82nd Legislature, including the General Land Office's implementation of HB 3726, 82nd R.S., regarding the administration of the Alamo.

Charges:	This report should address the charges below.
1.	Study the economic development impact, benefits and costs of the Fuel Ethanol and Biodiesel Incentive Program. Analyze and make recommendations regarding the following areas of interest: state cost versus economic benefit, including any impact on the price of feed for livestock and food for human consumption; the program as compared to other state and federal incentives; any federal legislative or administrative changes relating to the program; and options to encourage research and new technologies and market based incentives and competitive feedstock issues including feedstock development.
2.	Study the impact of funding increases and their effectiveness for the Coastal Erosion Planning and Response Program and provide options for possible future funding sources.
3.	Study the economic impacts and unintended consequences of allowing whitetail deer raised on deer farms in Texas to be legally processed for venison. Study the interstate shipment issues with venison from other states currently faced by Texas restaurant suppliers.
4.	Study the impact of the thoroughbred and quarter horse industries on agriculture in Texas, specifically the reasons for decline in those industries over the last several years.
5.	Study the growth potential for rural economic development through the wine and grape industry as a result of expanded traditional agricultural operations and expanded agritourism.
6.	Monitor the implementation of legislation addressed by the Subcommittee on Agriculture, Rural Affairs & Coastal Resources, 80th R.S., and make recommendations for any legislation needed to improve, enhance, and/or complete the implementation. Specifically, monitor the implementation of HB 2819, 80th R.S., relating to enforcement of the Open Beaches Act. Additionally, monitor the implementation of the federal 2007 Farm Bill and determine the impact on the Texas agricultural industry.
