Charges: This report should address the charges below.
1. Monitor the agencies and programs under the Committee's jurisdiction and oversee the implementation of relevant legislation passed by the 87th Legislature. Conduct active oversight of all associated rulemaking and other governmental actions taken to ensure the intended legislative outcome of all legislation.
2. Evaluate the availability of workforce housing to support the dynamic economic growth of the state. Study the use of public-private partnerships and other tools to incentivize the development of housing that meets Texas’ expanding workforce demands. Develop and include measures to ensure accountability and transparency associated with these tools.
3. Review the Municipal Management District Legislative Template with respect to representation and accountability. Make recommendations for improving the template.
4. Study the effects of local governance, planning, and administration on the current state of municipal water and wastewater infrastructure. Examine the measures municipally owned utilities have taken and the costs required to maintain and improve that infrastructure. Make recommendations for cost-effective solutions to ensure reliable infrastructure and uninterrupted municipal utility services, especially during a severe weather event.
5. Study municipal fees with respect to the function of the fee and the relationship of the fee to the cost of providing an associated municipal service. Make recommendations to address municipal fees that are disproportionate or unrelated to the cost of providing the associated service.

1. Investigate the transfer of the Governor's Committee on Aging to the Department of Community Affairs and the future organization of the Committee on Aging.
2. Evaluate the effectiveness of the delivery of federal funds and services since the reorganization of the Department of Community Affairs.
3. To determine what state initiatives can be taken to obtain funding from the federal government, state sources, or private organizations for solving the economic, social, health and other problems found in the colonias of South Texas.
4. Study child adoption services in Texas with emphasis on the special needs of hard-to-place children and fee systems.
5. Monitor the reorganization of the Commission for the Deaf.
6. Monitor the investigation of the Commission for the Blind.

1. Oversight responsibility of agency expenditures and related transactions. This function shall encompass a review and monitoring of all appropriations-related actions of those agencies assigned to this Committee for appropriative purposes during the 65th Regular Session of the Legislature, to wit: Department of Community Affairs.
2. A study of urban development in general, to include urban sprawl and its effect; annexation policies of cities and the problems and effects caused thereby; and the emerging administrative problems of urban areas, including methods of financing improvements and urban blight and renovation.
3. A study local government structures, including powers and resources and demands thereupon with recommendations as to any necessary legislative action to provide flexibility and uniformity of operation.
4. A study of intra-state regions and special districts to include a report on the trends towards metropolitan area governments, and recommendations as to any necessary legislative action to control or redirect the direction of regional councils of government.
5. A study of the methodology, effect of and financial ramifications of the State electing to withdraw participation in the social security system of state employees.

Charges: This report should address the charges below.
1. A review of the memberships of the judicial and executive branches, including all agencies, in interstate associations. This shall include recommendations for needed change, if any, in the manner in which these associations may gain approval to charge fees for such memberships to the state.
2. An assessment of the value to the State of its current memberships in interstate compacts in which the State participates. This study shall also review and assess the interstate compacts in which the State is eligible to participate and their relative value to the State.
3. A study of the role and scope of the Pan American Student Forum and its expansion to junior and senior level institutions of higher education.
4. A study of the concept of and relative advantages and disadvantages of foreign trade zones in Texas. This study should include recommendations as to how to better encourage foreign trade through this or alternative means.
5. A review of the functions and responsibilities of the Good Neighbor Commission, the Governor's Office of Migrant Affairs, the Department of Community Affairs and the South Texas Cultural Basin to determine duplication of efforts and to make recommendations for consolidation of functions thereof, if necessary.
