Charges: This report should address the charges below.
1. Human Trafficking: Examine opportunities and make recommendations to reduce the profitability of and demand for human trafficking in Texas. Determine ways to increase public awareness on the proliferation of human trafficking, as well as resources for victims and survivors. Review the interaction between local, state, and federal agencies in responding to and prosecuting human trafficking and sex trafficking offenses in Texas' five most populous counties. Make recommendations to ensure law enforcement agencies and prosecutors have the tools necessary to promptly and thoroughly respond to these crimes.
2. Elections: Study the integrity and security of voter registration rolls, voting machines, and voter qualification procedures to reduce election fraud in Texas. Specifically, study and make recommendations to: 1) ensure counties are accurately verifying voter eligibility after voter registration; 2) improve training requirements for mail-in ballot signature verification committees; 3) ensure every voter has access to a polling station, particularly in counties that have adopted countywide polling; 4) allow the voter registrar, county clerk, and Secretary of State to suspend an unqualified voter's registration or remove an ineligible voter from a list of registered voters; and 5) ensure compliance with laws that prohibit school trustees and employees from improperly using public funds to advocate for or against any candidate, measure, or political party.
3. Conscience Protections for Professionals: Assess current legal protections in Texas law for professionals and students studying to pursue a professional license that have an conscience-based objection that could interfere with a professional service. Evaluate any discrimination by state agencies against an applicant for or holder of an occupational license based on a sincerely held religious belief. Make recommendations to protect Texas professionals with conscience objections.
4. Private Personal Data: Study how state agencies sell or otherwise distribute the personal data of Texas residents and recommend whether additional measures are needed to prevent the unwanted disclosure of personal information.
5. Taxpayer Lobbying: Study how governmental entities use public funds for political lobbying purposes. Examine what types of governmental entities use public funds for lobbying purposes. Make recommendations to protect taxpayers from paying for lobbyists who may not represent the taxpayers’ interests.
6. Second Amendment: Examine Second Amendment legislation passed since the 84th Legislative Session including open carry, campus carry, and lowering the license to carry fee. Determine the impact these laws have made on furthering and protecting Second Amendment rights. Make recommendations that may further protect and enhance Texans' Second Amendment right to bear arms.
7. Personal Property Protections: Examine prosecution rates for thefts involving property valued under $1,000. Make recommendations to ensure law enforcement agencies and prosecutors have the tools necessary to thoroughly protect Texans' personal property from theft.
8. Lobbying Loopholes: Review current lobby laws and examine exceptions that allow certain individuals to avoid registration as lobbyists. Consider whether the exceptions are fair, transparent, and promote the public's trust in their elected officials and governmental institutions. Propose whether these exceptions should be limited or removed so that all people engaging in lobbying must report their lobbying activities.
9. Monitoring: Monitor the implementation of legislation addressed by the Senate Committee on State Affairs passed by the 86th Legislature, as well as relevant agencies and programs under the committee's jurisdiction. Specifically, make recommendations for any legislation needed to improve, enhance, or complete implementation of the following:
  • SB 22, 86th R.S., relating to prohibiting certain transactions between a governmental entity and an abortion provider; and
  • SB 39, 86th R.S., to the consolidation, allocation, classification, and repeal of certain criminal court costs and other court-related costs, fines, and fees; imposing certain court costs and fees and increasing and decreasing the amounts of certain other court costs and fees.

4. Evaluate whether, in light of recent Texas Supreme Court rulings, the provisions of the Public Information Act are adequate to support transparency and accountability in government, particularly as it relates to government contracting and procurement.
5. Study how state agencies can share knowledge and practices, reduce duplicative data gathering, and conduct business in a more efficient manner through interagency data sharing. Review best practices to provide the public with more transparency and access to government information.
6. Monitor the agencies and programs under the Committee’s jurisdiction and oversee the implementation of relevant legislation passed by the 85th Legislature. In conducting this oversight, the committee will also specifically monitor the implementation of H.B. 8 (85R).

1. Study the prevalence and impact of substance use and substance use disorders in Texas, including co-occurring mental illness. Study the prevalence and impact of opioids and synthetic drugs in Texas. Review the history of overdoses and deaths due to overdoses. Also review other health-related impacts due to substance abuse. Identify substances that are contributing to overdoses, related deaths and health impacts, and compare the data to other states. During the review, identify effective and efficient prevention and treatment responses by health care systems, including hospital districts and coordination across state and local governments. Recommend solutions to prevent overdoses and related health impacts and deaths in Texas.
2. Review the prevalence of substance abuse and substance use disorders in pregnant women, veterans, homeless individuals, and people with co-occurring mental illness. In the review, study the impact of opioids and identify available programs specifically targeted to these populations and the number of people served. Consider whether the programs have the capacity to meet the needs of Texans. In addition, research innovative programs from other states that have reduced substance abuse and substance use disorders, and determine if these programs would meet the needs of Texans. Recommend strategies to increase the capacity to provide effective services.
3. Review policies and guidelines used by state agencies to monitor for and prevent abuse of prescription drugs in state-funded or state-administered programs. Include in this review policies implemented by the Texas Medicaid Program, the Division of Workers’ Compensation of the Texas Department of Insurance, the Teacher Retirement System, and the Employee Retirement System. Make recommendations regarding best practices.
4. Monitor and evaluate the implementation of legislation passed by the 85th Legislature regarding the Prescription Monitoring Program. In addition, review the prescribing of addictive drugs by physicians and other health care providers within various geographic regions of this state. Determine the role of health care professionals in preventing overutilization and diversion of addictive prescriptions. Provide recommendations that will improve efforts to prevent overutilization and diversion of addictive prescriptions.
5. Identify how opioids have impacted the normal scope of work for law enforcement, first responders, and hospital emergency department personnel.
6. Examine the impact of substance abuse and substance use disorders on Texans who are involved in the adult or juvenile criminal justice system and/or the Child Protective Services system. Identify barriers to treatment and the availability of treatment in various areas of the state. Recommend solutions to improve state and local policy, including alternatives to justice system involvement, and ways to increase access to effective treatment and recovery options.
7. Examine the impact of overdose reporting defense laws known as "Good Samaritan" laws.
8. Identify the specialty courts in Texas that specialize in substance use disorders. Determine the effectiveness of these courts and consider solutions to increase the number of courts in Texas.

1. Study Texas businesses' utilization of the Federal Work Opportunity Tax Credit, and the associated state tax refund under Subchapter H, Labor Code, in employing those who are receiving government benefits and/or have consistently faced significant barriers to employment. Conduct a cost/benefit analysis of the tax credit vis-a-vis savings in federal and state public assistance programs. Make recommendations to remove any unnecessary administrative obstructions and expand Texas business owners' use of the program.
2. Identify and address potential gaps in Texas businesses’ cybersecurity policies and ensure that Texans’ personal information held by these businesses is secure.
3. Evaluate how Texas can support shared economy growth in the state. Determine how the state can ensure customer security and satisfaction as well as consumer protections without enacting burdensome regulations. Additionally, study the effects of a growing portion of the state's workforce seeking full-time vs. supplemental part-time employment with related technology-based businesses. Analyze recent debate and legal precedent regarding the classification of these employees.
4. Examine the regulatory powers of property owners associations, and the procedures available to home owners when an association restricts individual or property rights. Review current best practices to help clarify the balance of property rights, transparency in governance, and the best interests of property owners in the state.
5. Study the impact of recent Texas cases related to the rights and remedies of shareholders of Texas corporate forms, including the impact of those decisions on the legal rights of both Texas corporations and shareholders and any impact on the Texas business climate.
6. Study the requirement for state agencies and entities to purchase insurance through the State Office of Risk Management (SORM), and the agencies and entities that are exempt from this requirement. Examine the costs and benefits of each approach, and the waiver process by which SORM can allow agencies to purchase insurance on their own.
7. Study the following aspects of the designated doctor process in the Texas workers' compensation system: a. the Division of Workers' Compensation's (DWC's) processes for educating, monitoring, and evaluating designated doctors; b. whether the DWC requires additional authority to regulate designated doctors or entities providing services for designated doctors; and c. any unique issues with "traveling" designated doctors.
8. Examine the adequacy of benefits for injured employees in the Texas workers' compensation system who qualify for Lifetime Income Benefits, and for the beneficiaries of employees who receive Death Benefits. In particular, examine the application of benefit caps for those benefit types and the termination of Death Benefits to surviving spouses on remarriage.
9. Analyze recent data attributing the decline in domestic manufacturing to a consistent trade deficit caused by steady increases in net imports. Study how expanding trade and investing in manufacturing communities’ partnerships can grow the state's skilled workforce and production as well as increase net exports and develop a trade balance. (Joint charge with the House Committee on International Trade & Intergovernmental Affairs)
10. Conduct legislative oversight and monitoring of the agencies and programs under the committee’s jurisdiction and the implementation of relevant legislation passed by the 84th Legislature. In conducting this oversight, the committee should: a. consider any reforms to state agencies to make them more responsive to Texas taxpayers and citizens; b. identify issues regarding the agency or its governance that may be appropriate to investigate, improve, remedy, or eliminate; c. determine whether an agency is operating in a transparent and efficient manner; and d. identify opportunities to streamline programs and services while maintaining the mission of the agency and its programs.

4. Study the use of commercial cloud computing by state agencies and institutions of higher education, including efficiencies surrounding a utility-based model, security impacts of transitioning to cloud computing, and cost-savings achieved by the utilization of commercial cloud computing services.
5. Review the process of dissemination by public entities of criminal records containing incomplete or inaccurate information, assess options for the subjects of such records to correct the misinformation specifically as it interferes with their ability to obtain employment, and determine the need for greater regulations over this process. (Joint charge with the House Committee on Homeland Security & Public Safety)
6. Study the impact of emerging technologies used by law enforcement and issues related to appropriate dissemination of the data provided by those technologies, including the impact of technologies on the operation of law enforcement agencies, the operation of the Public Information Act, and any appropriate safeguards for citizens and law enforcement officers who interact with those technologies or whose data is recorded. 4. Study the potential benefits or burdens, including administrative burdens, of requiring each state agency and institution of higher education to report information on the real property it possesses, at the same time and in a uniform manner, to a single entity, and how often the information should be reported.
5. Study which state agency is best suited to collect information on all real property owned by the state and the appropriate method for collecting this information.
6. Study the information that is currently reported by state agencies and institutions of higher education regarding real property of which agencies and institutions have charge and control.
7. Study the distinction between state agencies and institutions of higher education that report information on real property owned by the state as compared to state agencies and institutions of higher education that collect information for a report on real property owned by the state.
8. Study information determined by the Legislative Budget Board as necessary for the State Office of Risk Management to conduct an insurable state asset study to develop a statewide strategy that will ensure all real property owned by the state is adequately insured.
9. Study how often the State Office of Risk Management should submit an insurable state asset study to the legislature.
10. Study the results of the appraisal required by Subsection (e) of this section, and the potential loss to the state by inadequately insuring the Capitol Complex, as defined by Section 443.0071, Government Code.
11. Study other potential ways to ensure that the state is able to identify, track, and maintain a database of the location, condition, and replacement value of all real property owned by the state.

1. Strike Force, VA Health, Mental Health: Study the state of veteran health and mental health in Texas. Review the progress made by state strike force teams to reduce the claims backlog and decrease wait times at VA hospitals. Evaluate if the passage of the federal Veterans’ Access to Care through Choice, Accountability, and Transparency Act of 2014 and other state initiatives have improved access and outcomes. Determine if state strike force teams should continue as established and make recommendations on necessary changes.
2. State Veteran Employment: Study current veteran hiring policies among state agencies and consider the effectiveness of a percentage-based system. Make recommendations if there are other ways to equitably measure the success of veteran employment within an agency.
3. Veteran Benefits: Given pending litigation on the subject, study what veteran benefits, if any, are currently only offered to residents of the state of Texas-whether by being born here or by entering the service in Texas--and assess whether any of these additional benefits leave the state liable for lawsuits under the equal protection clause of the 14th amendment to the U.S. Constitution. Make recommendations for legislation that could reduce the state's liability.
4. Veterans Courts: Study successes and challenges of veteran’s courts in Texas, including evidence of rehabilitation or recidivism. Consider alternative means of funding, such as voluntary donations at points of contact with state services, and make recommendations.
5. Defense Adjustment Authorities, Compatibility Use, and Encroachment: Consider best practices for improving the military value at military installations in Texas. Determine cost-effective policies and make recommendations that would strengthen military value.
6. Monitoring Charge: Monitor the implementation of legislation addressed by the Senate Committee on Veteran Affairs and Military Installations during the 84th R.S. and make recommendations for any legislation needed to improve, enhance, and/or complete implementation. Specifically, monitor the following: 1) Monitor the implementation of legislation relating to the qualifications of veteran county service officers, and make recommendations if further changes should be made.

3. Examine the roles and best practices among individuals, state and local governments, hospitals and other health care providers, and the insurance industry for disaster planning and first response efforts. Explore what changes are needed to better prepare for natural disasters to mitigate claims and losses. Include an assessment of the state's implementation of recent recommendations for evacuations, including movement of medically fragile populations. Study the level of preparedness among critical infrastructure entities in both the public and private sector, the effectiveness of state disaster relief policies relating to this infrastructure and the sufficiency of personnel needed to restore this infrastructure. Assess the state's preparedness to handle a public health emergency. Examine the challenges of interoperability of communications technologies to improve coordination of different plans across jurisdictions
4. Study and make recommendations regarding state and local regulation of billboards. Produce a graphical analysis of current billboards, evaluate objective criteria for locations where billboards can be permitted or prohibited, including but not limited to geographical (corridor or urban/rural), land usage (e.g. industrial), or cultural/historical criteria, and include consideration of the impact on any federal funding.
5. Study and make recommendations for improving management and oversight of Metropolitan Planning Organizations (MPOs). Include a review of populations served, MPO governance, oversight, roles, variation among MPOs, and MPO decision-making ability in relation to TxDOT or other agencies.
6. Study Comprehensive Development Agreements (CDAs) and make recommendations to ensure the maximum benefit to taxpayers. Study the implications of requiring CDAs to have definitive buyback formulas that can be calculated without using any form of future revenue forecasts. Study requiring potential CDA projects to be solicited only after environmental clearance has been granted. Study the implications of shortening CDA's maximum allowable contract duration. Study provisions affecting competing facilities.
7. Review the status of structurally deficient bridges and provide increased oversight of TxDOT's bridge repair activities to ensure that any unsafe bridges are identified and repaired as soon as possible.
8. Study and make recommendations relating to the status of current and planned toll road projects in Texas, the use of public-private partnerships to build new roads and/or transit services, and the market valuation process. Analyze the impact of lengthening the number of years a toll road authority may issue bonds.
9. Study the effectiveness of the Trans-Texas Corridor (TTC) and make recommendations for its future role in providing additional roads in Texas. Provide specific recommendations relating to public input in the development of the TTC.
10. Study the impact of prohibitions in Section 2301.476 (Manufacturer or Distributor Ownership, Operation, or Control of Dealership), Occupations Code, on the sale of buses in Texas and make recommendations. Gather information and monitor the methods of sale of buses in other states and the dealership network, if any. Evaluate the need and possible benefits or detriments caused to public and private sector in application of this law and rule to the bus industry.
11. Study the issue and amount of state agency expenditures on media activities and the legal authority for such expenditures. Develop recommendations for guidelines to ensure appropriate use of state funds to provide legitimate public education.
12. Monitor urban crime laboratories and their compliance with state laws regulating their functions and make recommendations to restore public trust in their functions and to ensure full compliance with federal Homeland Security reporting requirements. Specifically, review the report issued by the Independent Investigator for the Houston Police Department Crime Laboratory and Property Room, the independent panel review of certain criminal convictions prompted by the conclusions of this report, and the implementation by the City of Houston of any reforms recommended in this report.
13. Study and review state and local options for expanding transportation funding and explore options to reduce diversions of Fund 6 revenue.(Joint charge with Senate Finance Committee)

This study should include specific recommendations as to possible state action, legislative or judicial, to protect the state's best interests in this manner as well as recommended legislation designed to meet criteria for state implementation of the federal law.
5. A study of the Texas Health Facilities Commission to determine the effectiveness of that agency and of health systems agencies in health facility planning including a review of the current fee schedule and of the necessity, if any, for the Department of Health Facilities to have input into nursing home expansion requests and decisions.

1. Investigate present condition of over-crowding of the State Capitol and State office buildings now being rented by the State in Austin, and the annual cost thereof, being paid out of public funds
2. Investigate present true value of improvements owned by Travis county upon said leased courthouse site, as may be determined under terms of the lease contract
3. Investigate what blocks of land are now owned by the State of Texas within the business or industrial section of Austin which are not being used to economic advantage, and so situtated at a distance from the Capitol to be unsuited for use by the State for future State office buildings, but which may be deemed suitable for a county courthouse
4. Investigate whether it is deemed desirable, in the judgment of the committee, based on such investigation, to tender fee simple title of one of such blocks of land owned by the State to Travis county, in lieu of cash compensation of an approximately equivalent amount, for such courthouse properties, to the end that such unused State land not suitable for State purposes may be put to the best constructive use.
