SB 28 Caption: Relating to amending the Penal Code to provide that the editing, publishing or dissemination of any newspaper, pamphlet, magazine or any printed paper devoted mainly to the publication of scandals, whoring, lechery, assignation's, intrigues between men and women and immoral conduct of persons, or the possession or keeping for sale or distribution or assisting in the sale or distribution of any such newspaper, pamphlet, magazine or printed matter, or the showing of lewd and lascivious motion pictures, or the showing or exhibition of lewd and lascivious pictures in penny arcade machine, or the distribution or sale of indecent objects or images, shall be a misdemeanor offense, the penalty for which shall be confinement in the County jail for not more than six (6) months or fined not more than One Thousand ($1,000.00) Dollars.
SB 43 Caption: Relating to authorizing the State of Texas through its Attorney General or any County of District Attorney to institute suit to enjoin any person, firm, corporation or their officers, agents, servants or employees from demanding, receiving or attempting to collect usurious interest, and from engaging in the business of making loans where usurious interest is charged.

SB 356 Caption: Relating to authorizing incorporated towns and cities in the State of Texas, including home rule cities, having a population of three hundred eight-four thousand (384,000) inhabitants or more, according to the last preceding or any future Federal Census, owning and operating a water supply and distribution system, to purchase, lease, repair, improve, enlarge and extend, maintain, operate and manage, sell water from, and contract concerning, any and all water supply and distribution systems, projects and improvements which are owned or constructed, either within or without the limits of any such town or city but wholly within the boundaries of the county wherein such city is located by the Government of the United States of America, the Federal Works Agency, or any other governmental agency.
SB 360 Caption: Relating to amending acts concerning Water Control And Improvement Districts located wholly in counties having a population in excess of five hundred thousand (500,000) inhabitants according to the last preceding or any future Federal Census and concerning Fresh Water Supply Districts located wholly in counties having a population in excess of five hundred thousand (500,000) inhabitants according to the last preceding or any future Federal Census, by suspending until the cessation of hostilities of the present war the requirements therein contained apply to the accounting of such districts and the record of purchases thereof, and re-enacting statutes without said provisions.

SB 449 Caption: Relating to finding that area of land lying South of a line on the North bank of Arroyo Colorado in Cameron County and included in the boundaries of Cameron County Water Control and Improvement District Number Nineteen, in Cameron County, cannot be irrigated by gravity flow and can only be irrigated by expensive pumping operations and that such lands should be excluded from the boundaries of the District.
SB 458 Caption: Relating to providing that private corporations may be formed for the purpose of planning, holding, financing, and conducting the national reunion and convention of any recognized fraternal order when held within the State of Texas, and exercising control over all matters pertaining to such reunion and convention.

SB 278 Caption: Relating to authorizing the State Board of Control to transfer to Harris County, Texas, the title held by the State of Texas in certain lands situated within the boundaries of the San Jacinto State Park to be used as a right-of-way for road purposes within said Park, in exchange for certain land owned by Harris County, Texas, within the boundaries of said Park and now used for road purposes therein, and authorizing the State Board of Control to execute a Quit Claim Deed conveying the State's title to said land for right-of-way purposes for the construction and maintenance of a road within the boundaries of said Park, and validating the proceedings of the Commissioners' Court of Harris County, Texas, and the execution of the deed of conveyance of said property by the County Judge of Harris County, Texas, in consummating this exchange of land.
SB 304 Caption: Relating to providing for the care, safekeeping, and custody of securities in which the sinking funds for the redemption and payment of outstanding bonds of any county of more than 190,000 population, or a Navigation District in counties of more than 190,000 population, may have been invested by the legally authorized governing body thereof.
SB 374 Caption: Relating to providing for compensation of County Commissioners in counties having a population in excess of 355,000 inhabitants, according to the last preceding or any future Federal Census, and for compensation of Judges of the County Court at Law and County Court at Law No. 2 of Harris County, Texas.
