Relating to imposing intangible assets tax upon certain persons, associations, and corporations, oil pipeline companies, gas pipeline companies, and common carrier pipeline companies of every character whatsoever engaged in the transportation of oil and/or gas, doing business wholly or in part within this State, and every other individual, company, corporatoin, association, or firm doing business of the same character in this State.
