Relating to requiring Conservation and Reclamation Districts and other public districts and bodies politic, created for the purpose of conservation and development of the natural resources of this State, including the controlling, storing, preservation and distribution of its storm and flood waters, the waters of its rivers and streams for irrigation, power and all other useful purposes, before the commencement of construction of any works, to secure the written approval of their plans by the State Highway Engineer under certain conditions.
