Relating to authorizing the producers of any agricultural commodity to conduct a referendum, either on an area or statewide basis, on the proposition of whether or not such producers shall levy an assessment upon themselves, to finance programs of research, education, and promotion, designed to encourage the production, marketing, and use of such agricultural commodity; prescribing penalties.
