Relating to inclusion of county mutual insurance companies under certain unfair competition and unfair practices statutes, the repeal of certain statutes relating to the contesting of claims by county mutual insurance companies, and the amendment of unfair competition and unfair practices statutes regulating the business of insurance so as to correlate certain penalties to the amount of actual damages sustained by the injured party and to restrict the application of unfair competition and unfair practices of the business of insurance to provisions of the Insurance Code of the State of Texas.
