Relating to the jurisdiction of municipal courts of record in any city with a population of more than 1,200,000 as determined by the last preceding federal census; providing for municipal court jurisdiction over civil actions arising under municipal ordinances with a maximum civil penalty of $200; authorizing injunctive relief and prescribing penalties for contempt; providing a civil appeal process and procedures in cases involving certain amounts.
