Defining unsolicited telephone calls and providing for their regulation; providing for the creation of the Texas Telephone Solicitation Ethics Council and for the appointment of council members; prescribing the duties and powers for the council members and the council and the manner in which the jurisdiction and power conferred herein shall be exercised; and amending all other laws and parts of laws in conflict herewith.
