Relating to absentee voting; enacting amendments to permit any qualified voter to vote absentee by personal appearance, to eliminate the certificate of sickness or physical disability required for persons voting absentee by mail on that ground, to eliminate the requirement of certain sworn statements in connection with absentee voting, to impose a criminal penalty for giving false information in applying for a ballot, and to expand the authorization for opening branch offices for absentee voting.
