Relating to authorizing the Board of Regents of the State Teachers Colleges to execute and deliver to the State Highway Commission right-of-way easements to two (2) parcels of land in Randall County for the construction and maintenance of U.S. Highways 60 and 87 extending along and across certain State property owned by the State of Texas for the use and benefit of West Texas State College.
