Relating to authorizing cities and towns whose boundaries touch lying in counties having a population of over 800,000 as shown by the last preceding Federal Census to enter into written agreements for the regulation, control, supervision, inspection and licensing of all taxicabs, their fares and rates, which operate in and/or between cities and towns and for the administration thereof by a common regulatory agency or by the regulatory agency of any of such cities and towns for the benefit of all.
