Relating to authorizing the State Treasurer to appoint an assistant chief clerk who shall be required to give a bond in the sum of twenty thousand ($20,000) dollars, payable to the Governor of the State and conditioned as is the bond of the State Treasurer, who shall receive as his compensation for such services rendered, the sum of two thousand ($2,000) dollars per annum, provided the said assistant chief clerk shall perform all the functions of chief clerk in his absence and such other duties to which he may be assigned by the State Treasurer.
