Relating to recovering to the public free school fund the excess in surveys made for individuals, railroad companies, and the State or the school fund, by virtue of certificates issued for the construction of railroads and other works of internal improvements; and certificates issued to individuals which required the location of a like amount of land for the State or school fund.
