HB 23, 36th R.S.
Relating to repealing certain statute providing for the establishment, maintenance, and government of two State normal colleges; provided that all acts performed, contracts or agreements entered into, under the provisions of said statute, by the State of Texas or by any of its officers, agents or employee, are each and all hereby annulled and all appropriations cancelled.
