Relating to amending certain statute relating to Permanent Teachers' Certificates so as to add thereto the provision that any person who has taught as long as forty (40) years in the public schools of this State shall upon recommendation of the Board of School Trustees, be entitled to receive a permanent certificate of the grade last held by him.
