Relating to providing for the extension of time in which to develop oil and gas under permits heretofore issued under the Mineral Act of 1917 upon islands, salt water lakes, bays, inlets, marshes and reefs, owned by the State of Texas within tide water limits and that portion of the Gulf of Mexico within the jurisdiction of Texas.
