Relating to promoting the public school interests of rural schools and those of small towns, of aiding the people to provide adequate school facilities for the education of their children, by appropriation of three million dollars per year, or so much thereof as may be necessary, for the next two fiscal years, ending August 31, 1924, and August 31, 1925, respectively.
