Relating to changing the method of managing the business affairs of the State; abolishing the State Board of Control; repealing all laws relating thereto, except as herein specially provided, and reviving any and all laws which now stand repealed by reason of the acts relating to such Board of Control so as to impose the duties, functions, powers and authority of the Board of Control and its members on the proper officials, boards and agencies.
