Relating to levying and providing for the payment of an occupation tax on all persons, firms, companies, corporations, common law trusts, associations operating under a declaration of trust, or any other association or concern, of whatever name known, or howsoever organized, formed or created, owning, managing or operating any pipeline or pipelines within this State, based upon gross receipts derived from business done within this State in intrastate commerce.
