Relating to amending certain statute so as to include among the purpose for which the city council or governing body of any city or town in this State having a population of 5,000 or less may levy, assess and collect taxes, the following: construction or the purchase of public buildings, water works, sewers, electric lights, gas lights, gas mains, parks, market squares, and other permanent improvements, within the limits of such city or town, and for the construction and improvement of the roads, bridges and streets of such city or town within its limits.
