Relating to preserving and protecting the wild fur-bearing animals to be the property of the State; providing for the issuance of trapper's licenses, and the disposition of the license fees, and for the levy and collecting of a severance tax of five per centum on and of the value of skins or hides taken within this State from any fur-bearing animal mentioned in this Act.
