Relating to creating the Palava Independent School District in Fisher County, Texas, including therein the present Palava Independent School District No. 43; providing a board of trustees therefor, vesting said Palava Independent School District board of trustees with all the rights, powers, privileges and duties conferred upon independent school districts incorporated under the general laws of Texas.
