Relating making it a misdemeanor for any person who having been summoned as a witness by the authority of either house of the Legislature to give testimony or produce books and papers upon any matter who shall willfully fail to obey said summons or refuses to answer any question pertinent to the question under inquiry; prescribing a punishment. Compelling witnesses to testify before said Committees and giving immunity from prosecution to such witnesses as to any matter relating to or growing out of the testimony of such witnesses. Providing the jurisdiction of the violation of this law.
