Relating to fix the number of members composing the governing bodies of the higher educational institutions in Texas and their terms of office, fixing the number of each said bodies at ten, by whatever name called whether regents, trustees, directors or otherwise and the term to b served at ten years, prescribing the qualifications of such members and repealing all laws in conflict therewith.
