Relating to creating Hidalgo County Water Improvement District Number Five, in Hidalgo County, Texas, into a Water Control and Improvement District, without changing the name of said District, validating and approving all orders made by the Commissioners' Court of said county in respect to the original organization of said district as a Water Improvement District.
